Russia doesn’t have the manpower to not evacuate yet. It’s horrific to see this, but it would be vastly more horrifying to hold indefensible positions against a NATO powered army. Evacuating with civilians is a move that wins wars, forget battles.
Ukraine is spending 10x the resources per KM. Russia is not fighting just Ukraine, it is fighting NATO weapons production as well.
