Nah, not based. More like an echo of their overall censorship. They tend to cut out everything related to anything violent or politically controversial from the games. SOMETIMES it works. Sometimes it literally butchers games and overall media portraying atrocities committed by the Third Reich. Cutting down all mentions of Hitler, all symbology, any displays of violence by any side. Literally everything. This actually makes the nazi portrayal in games be toned down to the typical western approach where “they were just soldiers and did nothing bad”.

Is this the airport massacre mission? What actually went on in it? I have never played this game.
Basically, the guy who says “Remember! No Russian” is an evil terrorist who, along with a US general, want to start a war between Russia and the US for various reasons. The player in this mission only is an American spy who infiltrates the group to find out what they are planning and didn’t realize what was going on until it was too late. The plan is to kill Russian civilians and frame the US for it, so that Russia will declare war on the US.
You are armed with a heavy machine gun and stroll slowly through the airport with hundreds of civilians around you and are asked to shoot at them. Interestingly, the player can choose not to fire a single bullet and simply walk to the end (the rest of the group still kills them), but they are never told this. Whatever the player does, at the end of the mission, the bad guy reveals he knew the player was a spy all along and executes the character. That was the plan all along, as the character’s body is identified as American secret service and used to frame the US.
Then Russia declares war against the US, and every 'Murican’s wet dream comes true. They get to defend the White House against hordes of Russian army.

Evil Russian ultranationalist terrorists who worked with an acting general from US secret service staged an act of terrorism in Moscow airport and used an american agent in their ranks to frame US for the terrorist act and start a new global between US and Russia with Russia shortly invading US and Europe to pay back for all the shit that happened. US general who worked with the terrorists was essentially an old time MAGA activist who couldn’t cope with the loss of his soldiers who invaded the fictional Middle Eastern country and got blasted by locals with a nuke in COD4:MW.

Don’t forget that gaming went through a lot of growth throughout the 2000-s and only grew to be so big by 2010-s. About 2014 and 2015. That’s the time when previously small by overall standards studios like Infinity Ward and publishers like Activision skyrocketed from companies selling weird stuff to nerds to big buisness giant status. That is the time when all previous founding crew left Infinity Ward and they and other CoD series devs started to recieve… Uh… You know… Historical and military consultations from actual fucking Pentagon, former CIA administration etc. MW2019 is the most infamous example because devs actually admitted to recieving direct political and other guidance from US military. With obvious results.
