      Cuba has infinite people, all of them doctors. Either that or there are exactly 1000 doctors in the whole country and that is to compared to an individual for some reason. Or is it possible that doctors are not people and there are far more of them than the one actual person that lives in Cuba?

        It’s not even inverted, 1 per 1000 people, because Cuba leads that statistic globally with 8,4

          No. Cuba has 8.4 doctors for every 1000 persons. The highest in the world.
