Syrian here. It’s hard to say, but most likely not. We are yet to see valid evidence that the Syrian government committed the attacks, and there’s actually some evidence to support them.
How is Syria doing today? I’m a bit out of the loop.

If the source is ‘UN said so’, I dn’t have any counterpoint. Its hard to believe that Assad will use chemical weapon when he is about to win back the territory and then make it easy for UN to inspect there. I guess he is a stupid evil dictator. My bad.

Probably not, he had no reason to use them, especially when already winning, while the rebels knew that any use (real or not) of chemical weapons would give the US justifications for sanctions of other interventions, and every instance of supposed use of chemical weapons happenned in areas held by the rebels, or were “revealed” by the rebels-and-NATO-aligned white helmets, or similar suscpiscious contexts.
Check out Aaron Mate’s work on debunking the Syrian chemical attacks. The US basically pressured the OPCW into blaming Syria, against the conclusion that the attacks were staged to look like they happened from an aircraft, but they were set up on the ground. OPCW investigators who were involved whistle blower the truth.
