It can literally be anything so long as it isn’t owned by a major corporation (think: Microsoft levels of big).

For the computer, I recommend kdenlive as well because it’s free and it’s usable, pretty straightforward. As to any platform, in my experience, the Android app CapCut has everything I ever needed for video-editing, and even though it’s on the phone, it’s even smoother than editing on a computer imo
