    I don’t think that any particular person can be said to have designed the cold war. The cold war was a structural inevitability with the USSR still being a socialist system resilient enough to take on most of the losses of the war and became a superpower after the war and the USA being the remaining capitalist superpower relatively unscathed by the war.

      Some people say that John Allen Dulles trying to negotiate a separate peace with the Nazis was the start of the cold war, but I agree with your statement. The capitalists post war knew they had to deal with a conscious and rising working class.
