If you mean like “propaganda of the deed” done by socialist-aligned groups, then no. The Weathermen set off some 70+ bombs around the U.S., blowing up slaveowner statues and ROTC buildings. From my understanding, the RAF often acted similarly in West Germany. The Shining Path utilizes terrorism (it’s enshrined as a core tenet of their ideology, via Gonzalo’s writing) and they’re at their weakest and most despised state in their history. All that terrorism winds up doing is getting revolutionaries arrested and killed, harming innocents, and souring public opinion to the idea of revolution.
Notably, this is different than guerilla warfare, mainly in that innocents are not targeted and that guerilla warfare can be fought in revolutionary self-defense. This comment is also only accounting for socialist/leftist movements. Fascists use terrorism all the time and win – same goes for imperialists, religious fundamentalists, etc… etc.
(I also echo other comments in that the term “terrorist” is rather vapid and mutable to ones’ whims. “One person’s terrorist is another person’s freedom fighter” and all.)

The main tactic of guerrilla warfare is political struggle and education. The warfare part is the lesser, albeit no less important, part of it.
