It definitely needs to be locally hosted. I don’t trust hCaptcha either because it’s still a piece of JS loaded from an external corporate server that sends data back to said server.
They could just hire the services to solve captchas for them, either bots, or cheap foreign labour.
Still it’s better to give them more work to do before they can assault the main bastion
