    Looking at those countries it might be just strategic positions. Vietnam and the DPRK border China to the north and Yemen is bordering Saudi Arabia. It makes sense to not place your puppets in between two (semi) hostile forces.

      Maybe access to the ocean is a factor, too? Hence Western Europe rather than Central or Eastern Europe. Until the 1990s, at least—although I wonder where the cracks first started to appear?
