I’m pretty sure that the picture is from San Francisco.

They can camp, but they have to move regularly if the pigs show up and ask them to move. They can move as little as a block sometimes.

The situation is that most other places treat homeless people worse in all other cities in the USA. Also various illicit drugs are effectively not criminalized there and also cheap. The focus on one safe location surrounded by unsafe places for them to be makes San Francisco different than other cities.

Instead of working to help the people, the Americans think that moving the problem somewhere else makes the problem go away, but it does not. All of the people broken by capitalism end up somewhere.

It’s very sad to see so many people that have given up living happy lives there.
