According to Lt. Commander Data, maybe:

In 2366, the Irish Unification of 2024 was noted by Lieutenant Commander Data as one of the numerous examples in history where terrorism was successfully used to bring about political change. Other examples he listed were the independence of Mexico from Spain, and the Kenzie Rebellion. (TNG: “The High Ground”)

More seriously, the question is for whom? The American empire? It works pretty well or has in the past, they use it all the time to justify things and whip up their populations into obedience.

Propaganda of the deed is a failure. Adventurism is to be shunned. Many acts of terrorism are downright counter-revolutionary in their thought process, about silly martyrdom and glory of the individual, deranged great-man belief the individual with an act of properly timed violence can just cause tectonic shifts in the structure.

This is why liberals have no issue promoting this idea in their fictional media. (That said, old Trek is based and I will not have it slandered)
