The fact that dissent was allowed fed into propaganda narrative that the mainstream views were popular because of their correctness. This helped create a system of self censorship where people ignored any information that didn’t come from the official sources. Now that they’re losing control of the narrative they’re starting to panic.
That’s the problem with using this kind of labels for propaganda purposes: it will eventually come back and bite you.
