I have to assume this is just for western talking points of saying that Ukraine and NATO tried to reach a peace accord, but Russia refused.
I may be incorrect, but I cannot think of a historical peace brokered between two parties without both of them present. Maybe in the case of an unconditional surrender?
After this tantrum I have to believe that the version of peace that was to be discussed at the summit was just bombing Russia more, forcing them to submit. That’s a type of “peace” China won’t get behind.
