Even if the referendum happens, even if 100% of the residents vote yes, the West will just say it was rigged and illegitimate and literally nothing will come from it.

It doesn’t matter what the west thinks or says. It will be a fait accompli. Like Crimea, which they still do not recognize as Russian, but which for all practical purposes is a part of Russia.
If Kherson votes to establish a new People’s Republic, and if Russia recognizes that vote, that is all they need. In time other countries (not the west) will come around and accept reality.
Just like they will inevitably accept Donetsk and Lugansk, either as independent now, or as Russia later after they vote to join Russia - which i have no doubt that they will.
