The best way to organise city blocks. Looks like a perfect circle. Huge garden area inside the circle for the tenants. Provides shade in summer. No balcony facing your neighbours and being able to see inside their unit. Multiple entries into the buildings.
It was a communal area with benches and grills and other amenities back in Soviet times, garden being more like a yard I guess, some greenery and grass
