With Internet access to the computers where citizens’ files are stored? If so, using a proprietary OS was a really awful idea
Can’t say for all of them, obviously, but yes I would imagine at least some systems - i.e. for receiving digital accounting reports - would require an internet connection.
And while I agree in principle regarding the usage of proprietary software, it was simply convenient.
