Shocking, but not surprising, that a lot of the foreign aid just disappears into the black market in Ukraine. Javelin-involved explosive incidents are inevitable in the future.

      I don’t know, but the question is relevant. On one hand, they (USA) want the Ukraine war to take as long as possible to weaken Russia and EU, so such wastage would be really detrimental to their plans. On the other though, all this deadly junk going through the black market into the hands of all manners of terrorists in entire region is the sure and tried (they did it basically everywhere) method of destablilising the region for years to come.
