Even during the “ban” of it during Stalin’s rule in the USSR it came from the historical context of many soviet husbands of the time coercing and trying to force their wives to do abortions to not take responsibility leading to a lot of abortions being done in extremely unsafe environments by unqualified people and the law was supported by many women in the Soviet Union. The criminal code punished those who coerce/try to force abortions and those that performed the abortions in unsanitary/unsafe ways/environments harshly while only punishing the women that consented to them with a fine.
