The thing is with this leader, Paul Kagame, is he’s ruling over a post-colonial comprador Global South nation-state, Rwanda, whose economy relies on robbing Congo to pay the West, with gold

So when he’s talking about eschewing colonialism and its legacy, in, he’s only true if you ignore that this colonialism has created the new basis of neocolonialism,

a system that not only let go out of the burden of the colonizer state’s occupation, while not only continuing an extractivist export model to the west, but expanding it with financial institutions like the IMF and World Bank, who continue their western-backed shock doctrine model, for example, giving loans in exchange for cutting social spending or any other necessary deficit spending, and privatizing state assets, for surplus on balance of payments.

Now, while talking about China and America, ofc, while a state is compelled by political-economic circumstance to engage itself in a globalized economy of dependency, it can, against the great currents, decouple itself to find practical economic independence and stand on more equal ground, in terms and conditions,

with, for example, China, who offers an alternative to the western model, for example, giving loans whose principal and interest payments can be negotiated, if not forgiven.

Obviously, the U.S, with the World Bank and IMF, aren’t as kind.
