unless they get caught by Russia and in that case the evidence wouldn’t really matter

I don’t agree. Even in the case of terrorist attacks with overwhelming evidence where the perpetrators are caught red handed Russia takes months, sometimes years to go through all the formal procedures of putting them on trial, dotting all the i’s and crossing all the t’s to make sure everything is airtight from a legal perspective.

Remember also how the Russian government made sure to formally ratify the treaties with the DPR/LPR and lay out a solid legal justification for the SMO based in the UN charter before entering Ukraine. The current Russian government is very legalistic. The idea that Russia is some kind of rogue regime that doesn’t care about any laws and just acts like a mafia organization is a western propaganda lie.

Also, it’s not just about Russia and the West, there is a whole rest of the world outside of the collective West that Russia needs to present itself to as a rational and law abiding actor. Evidence and testimonies matter a lot for that.

And lastly, eventually there will be a neutral/pro-Russian government in Ukraine again and they will have their work cut out for them to investigate the mountain of crimes that have been committed there since 2014. Getting rid of certain publicly known figures who are likely to have a lot of dirt on the people pulling the strings behind the scenes is exactly what you would do if you wanted to make sure to bury your involvement and make it into a “he said, she said” situation.
