It could be misleading but if I search for similar statistics on this country I get similar results. I believe the embargo has something to do with it, if not most to do with it.

The DPRK is the Haiti of Asia. They are punished for winning their freedom and not apologizing.
The country is not self-sufficient in fertiliser production, and according to Nikkei Asia in February, one of its major factories producing (among other things) fertiliser had to shut down due to a lack of spare parts. International economic sanctions means trade with other countries is already extremely limited.
Yeah North Korea has been under prolonged siege conditions for quite a long time. And the soil on the entire peninsula is downright awful so anyone living there has always been heavily reliant on trade for their food. Even with technology the capacity to feed folks is very limited, with deadly famines as recent as my in-laws childhood time period.
So yeah, US once again weaponizing hunger.
