It’d be easier if you specified what you need the pictures/photos for. But I can say, Wikimedia Commons tends to have free-licensed images. May be good if you’re looking for some historic photos, if you just want some kind of generic stock photo, you can use pexels.com or any of the other sites that come up when you search for “public domain photos”.
