    Turns out when countries are not wholly reliant on international trade for their survival, sanctions are a whole lot less effective.

      And a corollary to this is that once you sanction enough countries they end up becoming an economic bloc of their own. We now have Cuba, Nicaragua, Venezuela, Iran, Russia, and DPRK, all cut off from western trade, and that removes any leverage the west had over them.
