Wikipedia (uncited) lists it as proprietary, for whatever that’s worth (not much). The repo is public but I haven’t seen source code or documentation really beyond the repo and the ISO links online but I don’t speak much spanish.
If they share the source code upon request then it’s okay. It doesn’t strictly have to be publicly hosted somewhere. Though that would be preferable.

¿Por qué instalaste esta distro y no otras? No es por nada pero honestamente no me parece muy linda, entiendo que para ellos les sirve, sobretodo para uso guvernamental pero para un usuario X me parecen mejores otras opciones.
