Self destructive in the sense he is sabotaging his relationships with others most likely due to some deep insecurity. From the sounds of it, he doesn’t actually have any consistent beliefs other than whatever is the most outrageous, taboo thing to say in order to alienate people around him. He might have some mental issues he is hiding, but I don’t know him… you know him more.

In all honesty, I don’t know your cousin and I’m not qualified to answer that. He needs a doctor or therapist. Sadly, there’s not much you can do other than not abandon him. Unless he is willing to making changes and work on himself you cannot force it on him.
His parents can take him to therapist considering, he’s barely 16 so there is chance.
