    Reading about the riots on wikia:

    By the 2020s, the American government – reacting to serious problems of homelessness and unemployment – created special Sanctuary Districts (essentially walled-off sections of the city grid) in most major cities. Unfortunately – while established with the benevolent intent of providing free housing and food, as well as prospects for future employment – the Sanctuaries quickly degenerated into inhumane internment camps for the poor.

    Such innocence.

      Haha yeah, the episode is a very good one, and was based on the homeless camps that were rapidly expanding in San Francisco and Los Angeles in the 1990s. The end message of the episode was that the riots served as a catalyst for the US to improve, so not a fully revolutionary path, but at least one that highlights class struggle and the power of the lower-classes to riot and change things.

        Sisko had a pretty naive and benevolent view of the situation though. “They just forgot about these people” or something along those lines.
