Nah, the US had already been engaging in global economic and militaristic imperialism for quite a while, including in the middle east.
A 9/11-like retaliation incident was inevitable at that point, regardless of who was at the helm. You’d have to change atleast a few decades, if not a century or two of foreign policy to avoid this outcome.
