I read that in 2002 Americans nagged how The frequent complaints about United States policy seldom mention that Washington provided more humanitarian aid than any other country to the people of Afghanistan. Is this accurate?

The aid was sent due to the damage we were creating during the invasion. It was part of the “Hearts and Minds” military doctrine and can be seen as a tool of war. I am of the opinion that it does not qualify as aid. It is material supplies used as a weapon and a tool of war. Even more so than foreign aid is usually used to further imperialism.

Where can I read more about how “Hearts and Minds” doctrine was used?

I’m honestly not sure. I’d guess there’s a ton of books written by the neo-cons in Bush’s White House. I don’t know any ML works written about it. You could go straight to the source and read the Afghanistan Papers.
