Foreign capitalists are allowed to do what they like (within regulations) in those areas for now. They haven’t gone full socialism yet, like they’ve planned to have done in the next 30 years. For the moment, they are just improving regulations and punishing corporate crimes unlike countries run by capital do.
I heard about socialism by 2050, but I don’t know if they’ll domestically outlaw the special economic zones in particular. I hope that they think they can eventaully create a socialist realism that does not require special economic zones domestically. Special economic zones might help them with the belt and road initiative countries though to industrialize them all and do trade without imperialism to hopefully build domestic wealth around the world.
