In this context it’s less about sex and more revelling in the “enemy’s” humiliation, getting pleasure from it. I don’t want to psychoanalyze or anything, but it seems like a sadism thing, they get sexual pleasure from causing pain (physical or emotional) to an adversary. They probably fantasize about battered women flocking to them after defeating the evil Russians or whatever.
