It’s easy, just measure things subjectively instead of objectively and cherry-pick your population, so instead of measuring actual democracy, just measure the “perception of democracy” by asking some horribly biased/loaded/flawed question such as “do you agree that 'Murica is the one of the most, if not the most democratic country on Earth?”
