Might be a lot of things.
“Chinese organised crime” might be the diaspora, might be Singaporean or Malaysian Chinese who aren’t PRC citizens. It might be actual PRC capitalist who are going to be cracked down on some day when the PRC police has enough info. It might be capitalists from the Taiwan province which is not going to be considered an independent country for this and this only case.
In any case any link with the PRC state will be pure speculation and ideological fallacies like suggesting that the PRC has total control about everything any Chinese speaking person does ever

I think the claim is that Chinese capitalists are doing this, not the government, this seems like it would be in line what any capitalist would try to sneak past a socialist government. I was hoping for a little more thorough analysis
