From YouTube videos to any video file, is a tool like this readily available for the average user?

I have heard of oTranscribe but not used it myself
Edit: Also if you click the … on the bottom right under YouTube videos there is sometimes a transcript available on which you can toggle timestamps
Edit2: …Just realized you probably meant transcribe text that is visible in the video, not transcribe the audio into text form…The above stuff is about audio
Youtube Comment Search, I use it to find comments and trascripts
Search for “OCR” tools.
That search term could net you some good results, comrade.
OCR if I’m not mistaken refers to algorithms which process image to text transcription, not video/audio transcription.
