Can you provide the overall context of the statement? Also, had the RU government have any policies, either already existed or still merely proposal, that does support the non-binaries? It’s nice that Putin gave recognition to the non-binaries, but I don’t think it matter much if the government still haven’t done anything with it.

I don’t know much about what is happening in Russia due to massive information warfare going on, so forgive my ignorance.

To answer your policy question, this year the government has implemented policies prohibiting medical and legal transitioning. Putin also in other speeches says that homosexual families are against Russian values. Pretty classic reactionary stuff

You can still change your legal gender at a licensed clinic. The ban was to stop unlicensed pro-Western liberal groups from gaining influence and making money.

It did ban adoption by trans people though and surgery :/

This is was okay the context of a yet another ban on lgbt identification. Putin was saying that it’s bad that the west has affirmative action programs, because « we don’t want only lgbts to win contests »

He was asked by a Serb about “LGBTQ topics becoming a mandatory requirement for winning certain film contests in the West”

Also important to note that he said they are a part of society at the same time some Russian lawmakers are talking about banning the LGBT movement as an extremist organization.

Russians are allowed to change legal gender but at licensed clinics. Restricted since July 2023 to stop unlicensed pro-Western liberal groups from gaining influence and making money. But they also banned adoption for trans though and surgery without other medical reasons also in July 2023.

They made it easier to change gender legally in 2018 by creating a medical certificate for trans people.

      https://equal-eyes.org/database/2018/2/6/russia-ministry-of-health-approved-the-legal-gender-recognition-procedure

“We welcome the adoption of the Ministry of Health’s order in its final version, and we believe that its entry into force will significantly improve the situation of trans people in Russia,” says Tatiana Glushkova, Transgender Legal Defense Project’s Legal Programme Coordinator, “The document establishes a transparent procedure for legal gender recognitionwhich would allow trans people to change their documentation without applying to court. In addition, the adoption of the order would bring the Russian legislation in accordance with the European Court of Human Rights’ case law.

And in Russia, by comparison, a person can obtain an official certificate to get their gender changed on official documents and be allowed to have gender-confirming surgery within days after having a meeting with a commission and paying a fee.

On 29 December 2014, Russia passed a road safety law, allowing the government to deny driver’s licenses to people with several classes of mental disorders according to ICD-10.[105] Class “F60-69 Disorders of adult personality and behaviour” includes “F64 Transsexualism”[106] Russian and foreign critics perceived the law as a ban on transgender drivers: journalist Yelena Masyuk questioned the relevance of a person’s transgender identity in regards to their ability to drive.[107][108] On 14 January 2015, Russia’s Health Ministry clarified the law, stating that it would only deny licenses to those with disorders that would impair their ability to drive safely, and explicitly stated that one’s sexual orientation would not be considered a factor under the law, as it is not considered a psychiatric disorder.[109]

Further context: ICD 10 is a WHO list, not one Russia made.

    https://www.rt.com/russia/587507-putin-unexpected-lgbtq-thing/

Members of the LGBTQ community and its culture are part of a modern society and shouldn’t be barred from being represented at cultural events or contests, Russian President Vladimir Putin believes. At the same time, such themes must not be mandatory criteria for winning said contests, as appears to occur in the West, he suggested.

“Yes, indeed, we see that at various competitions in Western countries, in order to win something, you need to either tell, write, or show the lives of sexual minorities, transgenders and transformers – many different names for them,” Putin stated.

But I’ll tell you something unexpected. They too – these topics and these people – have the right to win, show and tell, because this is also part of society. This is also what people live by. It’s bad if they just win all sorts of competitions, that’s of no use.

Nope, it is meant as a way to label pro-Western LGBT organizations as extremist so they can be prosecuted for their propaganda. Homosexuality is still legal in Russia.

      https://www.rt.com/russia/588339-russian-lgbt-ban-explained/

Legal experts appear to be split on the potential consequences of the Supreme Court ruling, with some believing it will have no impact on the lives of sexual minorities. The designation was not related to sexual orientation per se, but to actual extremists and a “hostile organization, using them as its agenda,” lawyer Dmitry Agranovsky told RIA Novosti.

“This decision will not affect people’s lives. LGBT people have never been persecuted in Russia on these grounds, and there is no indication that they will be persecuted,” Agranovsky stated.

A similar opinion was expressed by attorney Aleksey Mikhalchik in an interview with RAPSI, a news agency focused on legal and court news. He said the ruling was likely to affect those participating in extremism-related activities and self-identifying as a pro-LGBT activists. Still, one does not necessarily need to possess an “LGBT membership card” or be a member of any group to get into trouble with the law, he warned.

        pro-Western LGBT organizations

That still raises immediate red flags since LGBT is pretty much associated the West in some circles. And the wording of the article might as well be disingenuous given that LGBTQ people will be falsely accused of being Western agents without any evidence.
