      The announcement says

      we are pleased to confirm that active development for the next entry in the Grand Theft Auto series is well underway

      so I development is already well underway.

        It was rumored quite some years ago that they were working on a game for the PS4/Xbox One. I’m guessing they started working on it, halted development while they were waiting to see if the PS5 and Xbox Series X/S would have backwards compatibility or if they’d have to start all over, and either are picking it back up or are already picking development back up.

      it’s almost definitely going to have a singleplayer since that is rockstar’s thing. They’ll no doubt have GTA online 2 or something like that too but they wouldn’t dump singleplayer, the basis of the franchise, for their next and probably only game this generation.
