On bluesky what do these lists exactly do? Like are they meant as a way to view a curated timeline and people have found a way to use them as blocklists? Or is it explicitly meant to be a blocklist?

Nope. They work the same way they do on twitter - they’re meant to be lists of accounts you DO want to see tweets of. People have just curated them as blocklists, which the Bluesky API allows.
