From what I understand from my source (Gaza News+, they have a tendency to exaggerate sometimes but otherwise are reliable), Israel was caught unaware by the clash and responded urgently. This seems to indicate Egypt started moving towards the border first and initiated the confrontation purposely. However, by all accounts, Israel was the one to move their troops near Lebanon.
