Specifically for foreigners to learn about Western culture (i.e. ruling out anime)? For me I liked Spongebob.

Edit: you can include anime if you want

Me, being a 90’s boy, I loved Ninja Turtles, Arale, Street Sharks, Gojira, Luciéne and the Light Knights (or however it was called), Sylvan (a furry knockoff of the Zelda cartoon lmao), that cartoon about a dolphin from d’Ocon, Ranma, Slayers, Simpsons, Urusei Yatsura/Lamu and most important of all, Dragon Quest Dai no Daibouken.

A little further in time, I also loved Shin Chan , Cardcaptor Sakura, Digimon, Sailor Moon and Pokémon. Oh, and Medabots, Yu-Gi-Oh, Evangelion, Utena, Fushigi Yuugi, YuuYuu Hakusho, Slam Dunk, City Hunter, Neo Ranga, One Piece… All of this without knowing what internet was,and before my town gave cable tv for free to everyone of the citizens… Damn, I was already such a weeb lmao

Edit:I forgot to mention 90’s Spider-Man, 90’s Batman and motherfucking Gargoyles. Also Malcolm in the Middle was hilarious.

And I would have loved Mighty Max if it weren’t for my parents. Almost all of what I mentioned had to be seen hidden, because the brain damage of being in a cult considering almost everything as satanic, made it harder. Luckily, in this context, my father came late from work and I could see all those shows without concern.

The one with king Arthur and his knights with shields that could project holograms or something?

No it was about some space knights using drilling and cutting vehicles against monster plants that also fight with cutting and drilling vehicles. Like the ones for mining, building, etc.

Edit:which, thinking a little, it may be actually the same cartoon show

Oh, yeah! It was called Wheel Warriors in English, Luciene et le Chevalieres de la Lumiere in French… And in my town, either “Monstreplantes” or the French translation in Catalan.
