I think this blog post from Yves Engler (a well known Canadian anti-imperialist) has a good break down of abusing the numbers from the genocide for other purposes.
He has some other good articles on his site too pertaining to Rwanda, obviously with more of a slant for a Canadian audience but good info nonetheless.
