Ouagadougou, October 17, 2025 (AIB) - The operating accounts of non-governmental organizations (NGOs) and associations operating in Burkina Faso will soon be domiciled at the Treasury Deposit Bank (BDT), “to enable the State to ensure the traceability of funds received and used” by these organizations, according to the minutes of the Council of Ministers held yesterday, Thursday.

The Burkinabe government has adopted “a draft decree requiring non-governmental organizations (NGOs) and approved associations to open and domicile their cash accounts exclusively with the Treasury Deposit Bank (BDT)”, indicates the report of the Council of Ministers of Wednesday, October 16, 2025.

“This measure will enable the Burkinabe State to ensure the traceability of funds received and used by NGOs and associations, to prevent the risks of money laundering, embezzlement or financing of activities contrary to public order and to strengthen the confidence of technical and financial partners,” the government maintains.

“These accounts opened at the BDT track all fund movements of NGOs and associations, including grants, subsidies, donations, and any other financial resources received in the context of their activities. All revenue and expenditure transactions of NGOs and associations are carried out exclusively through these accounts,” he stressed.

This mechanism is also part of Burkina Faso’s international commitments in the fight against the financing of terrorism and illicit financial flows, the report states.

“The adoption of this decree allows for significant progress in the system for regulating the activities of NGOs and associations and controlling their sources of funding,” he added.
