I think it’s about creating plausible deniability. They don’t actually expect the victims to believe them, but it gives supporters a talking point to use when it comes up. It’s an easy out when confronted with the fact that the cops are blatantly hiding their actions. If anyone tries to call them out for hiding their dashcams, they can just go “but safety” and police unions will support them. They don’t expect the marginalized groups to believe them, because they aren’t the target of the copaganda.
