In FF7 the monsters are created by lifestream energy. This can happen in one of three ways, there’s a natural method where the lifestream of the planet comes out of the planet in various places (like a lava flow), it mutates animals into monsters. The unnatural way is that mako power plants cause this to occur with the waste products they dump into the surrounding environment. Then there’s the third way which is through human injecting mako directly into their bodies which is what Hojo’s experiments are all about.
There’s a part in Cosmo Canyon where it’s discussed that monsters have been increasing lately and that it coincided with the construction of all the mako plants.
