It’s ridiculous that the lesson is always “if it’s not safe, don’t cross the street.”

Similar happened in Edmonton somewhat recently. Cyclist was killed crossing a slip lane (the worst invention) and people were blaming the guy on the bike and not the person operating a death machine.
