it’s a reference to the sci-fi tv show Star Trek: Deep Space Nine. in the show, the inhabitants of a planet called Bajor recently freed themselves from slavery to the Cardassians. the Cardassian Gul Dukat, pictured, was the prefect of Bajor in the last years of Bajor’s occupation.
