I found the tone to be very fair to China. In the preamble when they are describing why trump imposed the tariffs they used words like “alleged” and lots of quotes to show that the author doesn’t think those things but is quoting the usa’s claims. It’s the americans that are blaming China the author is just pointing out the claims not endorsing them.
