I kinda agree, but there must have been some practicality issues with doing so.
Buses can take the new bridge. Also, there’s already rail between the 2 cities. Here’s Baidu Maps’ options for the trip:
It is kinda annoying that the trip is 30 minutes by car, but at least 1 hr 30 minutes by high speed rail and costs 100+ yuan.See qwename’s comment for more accurate info ⬇️
This is a false comparison because the railway stations Zhongshan and Shenzhen North are about 80km apart by road with the new Shenzhen-Zhongshan Link, and Baidu Maps estimates 1.5 hours by car between the two stations, which is equal to the HSR travel time that takes a detour on land.
The new public bus routes between the two cities using the Link are 45km or 60km long depending on where you board, they cost 15 yuan or 18 yuan respectively, and the journeys are estimated to be 45min or 60min respectively.
The Link itself is 24km long and has a speed limit of 100km/h, which means 15 min travel time if traffic is smooth. The toll is 66 yuan for the entire journey.
The news say that travel time between Zhongshan and Shenzhen is shortened to 30 minutes from 2 hours previously, which is not wrong but you can’t compare it directly with HSR.

Thanks for pointing out the issue! That makes a lot more sense.
