MSI Pro Z790-A Wifi DDR4
It’s Z690 predecessor has VRMs that could handle practically any CPU and it even outperformed Gigabyte’s flagship gaming motherboards.
MSI Pro B760M-A Wifi DDR4, if you don’t need CPU overclocking
All the other boards in its B660 predecessor price range couldn’t really compete with it. It could actually handle an i9-12900K at stock power limits.

650 watts Cybenetics gold rated is more than enough.
It’s the CPU that matters not the motherboard when it comes to power consumption. Nvidia’s official 550W requirement assumes that the RTX 3060 is paired up with an i9-10900K. 650W is just the lowest segment that PSU ODMs are seriously competing in.
Not say there isn’t any benefit in getting a higher capacity PSU. A 750W PSU might be necessary, if you’re planing to overclock an i5-13600K and overclock the GPU. For a quieter build, a 850W PSU will rarely ever need to turn their fan on under such a light load.

If you’re going with an i5-13400. It can’t overclock and it doesn’t consume much power so there’s no need for a Z790-A, water cooling, and a 1300W PSU.
Get the MSI Pro B660M-A motherboard, Corsair HX750 Platinum, and use the money saved to get an RX 6700 XT / RTX 3060 Ti or better yet wait for the RTX 4060 Ti that comes out next month.
128GB (4x 32) of RAM, is way overkill. 32GB (2x 16) is more than enough.
The Crucial P3 is PCIe 3 and QLC so avoid it. Get the Kingston NV2 instead, cheaper and faster than the P3, it’s a great budget PCIe 4 TLC SSD.
Deepcool AK400 is a cheap tower cooler that’s officially compatible with the LGA 1700 socket. An even better value is the Snowman T4. It has an LGA 1700 screw type variant (₱850) but the cheaper clip on variant (₱566) can be made to fit by rotating the pushpins 90 degrees so they just slide freely around their slots.
Tecware makes decent clone cases, substituting the Lian Li for the Tecware VXL Dual Chamber is another way you can save money to spend more on the GPU.
Instead of 2x 1080p monitors and a mount. It would be more practical to just get a single 34" 1440p 144hz ultrawide, the Xiaomi Mi 34" goes for around ₱21k.
Ultra-wide is overrated, no offense btw First monitor is for OBS, the second is the main. Also, I love water cooling so the DeepCool AK400 is a good stopgap.
Personally I just use a 4K TV, monitors aren’t all that competitive even the insanely expensive monitors can’t do proper HDR.

RU8000 used to be good choice for cheap 120hz Freesync 4K TV but Samsung stopped making them. Really most of the good 120hz Freesync/HDMI 2.1 TVs now go way too close to the LG 42" OLED in price.
The Hisense U6GS is great for having in full array local dimming at its price point but it only maxes out at 60hz. The TCL P635 is just plain great for a no frills TV at its price but again it’s only 60hz.

Go with the Koorui 27E1Q 1440p since that’s a subbrand of HKC and it’s panel is from AUO. It’s from an established decades old company sourcing panels from the same source as the pricier brands.

RTX 4060 Ti’s rumored MSRP is $450 (so ₱28k with VAT included) so it really shouldn’t be all that much more expensive than the RTX 3060 Ti.

Well it would make zero sense for it to be more expensive than the RTX 3070 since its rumored performance is just between that of the RTX 3070 and RTX 3070 Ti.
It also uses a much smaller chip, the AD106 rather than the AD104 that the RTX 4070/4080 use so it should be cheaper.

The graphics card already has enough ports for 4 monitors on its own.
You don’t need to use the integrated graphics for additional monitors.
