Pakistan literally has more English speakers than the UK. I think a better rule would be if they went to really expensive ivy leagues for political science or whatever the UK equivalents are, oxford I assume.
A lot of immigrants also end up losing their accent but are definitely not from the upper classes.

obviously there are exceptions, but I’d assume most Pakistani English-speakers don’t sound like Rishi Sunak
looking at where they were educated is definitely a better indicator, though
