To me all of this sounds really positive, steps in the direction of a more efficient system with less bureaucratic bloat and with a focus on encouraging innovation and growing China’s technological edge while at the same time expanding the role of the state in determining the direction of science and technology, reintroducing some elements of central planning while still keeping the dynamism that has propelled China to where it is today. The CPC is pushing confidently toward the next stage of socialist development.
