It’s not as math heavy these days. Plenty of software out there that does most lot of the heavy lifting in that department. They can probably find someone willing to take their money to train an AI on Fox News transcripts or whatever but who cares; they aren’t going to gain any serious political win from running a glorified chatbot that insists there are only two genders.

There are tons of machine learning algorithm libraries easily usable by any relatively amateur programmer. Aside from that all they would need is access to a sufficient quantity of geographically tagged photographs to train one with. You could probably scrape a decent corpus from google street view.
The obtainability of any given AI application is directly proportional to the availability of data sets that model the problem. The algorithms are all packed up into user friendly programs and apis that are mostly freely available.

Video is nearly impossible to host in a sustainable way. The bandwidth usage is among the most expensive things you can host. The only way you’re getting something better than YouTube is if it’s tax funded somehow.

You can spin up a cheap VPS in a matter of minutes for less than five dollars. You do not need anything but a credit card usually. If you want a dedicated server all to yourself then it gets significantly more expensive but no less straightforward. If you want to put your own hardware online you’ll have to look at a collocation seller or arrange something with an ISP.
Of course if your home internet connection upstream is good enough, and your ISP permissive enough you could also just do dynamic DNS and have everything running off that.
